Dr. Tarlach McGonagle is senior onderzoeker bij het Instituut voor Informatierecht (IViR) en coördinator van de gespecialiseerde master Informatierecht. Hij coördineert en verzorgt ook onderwijs bij een aantal verplichte vakken en keuzevakken van de master en is tevens scriptiecoördinator van deze master.

McGonagle is gespecialiseerd in internationale en Europese mensenrechten, met name op het gebied van vrijheid van meningsuiting en religie, rechten van minderheden en culturele en linguistische rechten. Daarnaast is hij gespecialiseerd in internationale, Europese en vergelijkend mediarecht en beleid. Thema's als pluralisme, diversiteit, tolerantie en "hate speech" hebben een centrale plek in zijn onderzoek.

In 2008 is hij gepromoveerd bij de Universiteit van Amsterdam op zijn proefschrift waarin hij de raakvlakken tussen de vrijheid van meningsuiting en de rechten van minderheden onder internationaal recht heeft bestudeerd. Daarnaast heeft hij een LL.M. in International Human Rights Law (Universiteit van Essex, 2001) en een B.A. International in Law and French (National University of Ireland, Galway, 1998).

Hij schrijft regelmatig rapporten voor de verschillende afdelingen van de Raad van Europa, de OVSE en andere intergouvernementele organisatie's en NGO's. Hij is lid van en rapporteur bij de Committee of experts on protection of journalism and safety of journalists (MSI-JO) van de Raad van Europa. Hij was uitgenodigd als expert spreker bij the Thematische Discussie over "Racistische Hate Speech, georganiseerd door de United Committee on the Elimination of Racial Discrimination in 2012. In het voorjaar van 2013 was hij Visiting Scholar bij het Center for Global Communication Studies (CGCS), Annenberg School for Communication, University of Pennsylvania en Visiting Fellow bij het Rutgers Institute for Information Policy and Law (RIIPL), Rutgers School of Law - Camden, New Jersey. Hij is lid van de (Nederlandse) School of Human Rights Research. Hij is ook lid van de Editorial Board of the European Audiovisual Observatory.
