'Economic Study on Consumer Digital Content Products' for the European Commission DG Justice and Consumers

A team set up by ICF Consulting Services, which includes Marco Loos and Joasia Luzak as legal experts, won a bid to conduct an "Economic Study on Consumer Digital Content Products" for the European Commission DG Justice and Consumers.

ICF Consulting Ltd submitted an offer in response to the invitation to tender Request for Services JUST/2014/RCON/FW/CIVI/0077 in the context of the multiple framework contract JUST/2011/EVAL/01 (2015/02) dated 15 January 2015 issued by European Commission, DG Justice and Consumers.

The 'Economic Study on Consumer Digital Content Products' will provide the European Commission with following evidence and analyses to feed into its modified proposal for a Regulation on a Common European Sales Law (CESL) by providing the :

  • A detailed analysis of the digital content market based on targeted research covering 15 Member States[1] and 7 product categories[2]
  • Quantitative and qualitative analysis of consumer detriment resulting from issues with “access and quality” and “unfair contact terms” in 4 product markets (music, games, anti-virus and positioning and navigation services) and 15 Member States;
  • An assessment of how the problem and the proposed solutions affect business activities, both domestically and cross-border in the 15 Member States of Study;
  • An assessment of the likely impacts of the policy options developed by the European Commission to remedy the problem(s) identified.

The Study will be carried out by a highly qualified and experienced team of economists and researchers from ICF with specific expertise in the area of consumer policy and legislation. To complement and enhance their in-house capabilities, they have teamed up with prominent experts in the field of European consumer and contract law from the University of Amsterdam and Ipsos MediaCT who specialise in conducting consumer surveys. Collectively, they offer the experience, expertise and capacity to successfully deliver this assignment as per specification and on time.
