Mark R. Rutgers (1958) is Professor of Philosophy of Public Administration in the Faculty of Social and Behavioural Sciences at the University of Amsterdam (UvA).

Research interests

Mark Rutgers' research concerns normative and conceptual questions of public administration. His particular interest lies in the values characterising public administration and regarded a prerequisite for those working in public administration. Publications over the years have dealt with differences in the normative and ethical foundations of public administration within the Western traditions, the classification of public values, the development of specific values (such as efficiency), the politics-administration dichotomy, the nature of values and normativity.   Thetopicsare approached from an interdisciplinary angle, combining philosophical, social-scientific and historical perspectives.

A special project drawing together the aforementioned themes focuses on the development and nature of the oath of office as the (traditional) ultimate means to try and establish trust and ethical behavior or integrity in the public sector.

            Another long running project concerns the development of public administration and its core ideation. In the past the development of the idea of the separation of powers, the history of civil service systems, as well as a number of specialized studies have been undertaken. Presently research is carried out on ideas and values on the training of top administrators in the work of Van de Spiegel and in the education of the future king Willem I in the late 18 th century.

Mark is a member of the editorial boards of Administrative Theory & Praxis, Public Voices,   and Administration & Society.

Teaching

  Mark has a broad teaching experience both at the graduate and undergraduate level, for Dutch,   international students, as well as practitioners.   The main topics he has been teaching are in the field of public administration in general, decision making, the philosophy of the social sciences, ethics, and the history of Public Administration. In 2006 he received the Casimir teaching award of the Faculty of Social Sciences of Leiden University.

Mark Rutgers studied Museology at the Reinwardt Academie (Higher Professional School1978-1981). From 1981-1987 he studied Philosophy at the University of Leiden (Ma 1987, Cum Laude). In 1993 he defended his PhD thesis Tussen Fragmentatie en Integratie. De bestuurskunde als kennisintegrerende wetenschap [Between Fragmentation and Integration. The Study of Public Administration as an Integrative Science] (cum laude).

Mark has been Professor of Public Administration at Leiden University since 2002. Prior to this he worked as a lecturer, researcher and university lecturer and later senior university lecturer in the same department. Between 1998 and 2003 he led the Netherlands Organisation for Scientific Research (NWO) pioneer project 'The Renaissance of Public Administration'. From 2004-2007 he chaired the Department of Public Administration at Ledien University .   He was a fellow of the Netherlands Institute for Advanced Study in the Humanities and Social Sciences (NIAS) in Wassenaar in 2007-2008. April 2010 he has been appointed  professor of Philosophy of Public Administration at the Department of Political Science of the University of Amsterdam (UvA), and as Dean of the Graduate School of Social Sciences of Amsterdam University.
