The evolution of stakeholder involvement in EU regulatory governance: The case of securities regulation in the European Union

European Law and Governance seminar, co-organised by the Jean Monnet Chair in European and Transnational Governance

14May2014 16:00 - 18:00

Lecture

Kutsal Yesilkagit (Utrecht University) will discuss a forthcoming paper, co-authored with Dr. Caelesta Braun of the VU University, on stakeholder involvement in regulatory governance in the EU.

European regulatory networks have increasingly been endowed with far-reaching rule-advisory and rule-making powers. They thus constitute an additional opportunity structure in Europe’s policymaking system for European and (inter)national stakeholders to gain access to centers of decision-making. Yet studies of stakeholder involvement vis-à-vis these agencies are a rare phenomenon in the literatures on interest representation and agency autonomy.

The aim of this seminar is to address this gap by explaining patterns of stakeholder involvement vis-à-vis European regulatory agencies, specifically vis-à-vis the Committee of European Securities Regulators (CESR) in the period 2003-2010. Our findings suggest that the level and kind of agency activity has little effect on the number of stakeholders, but does affect the diversity of the stakeholder population.
