Profile

Terry Gill is Professor of Military Law at the University of Amsterdam and the Netherlands Defence Academy and was until February 2014 also Associate Professor of Public International Law at Utrecht University. He is Director of the Research Program on the Law of Armed Conflict and Peace Operations at the Amsterdam Center for International Law and of the Netherlands Research Forum on the Law of Armed Conflict and Peace Operations (LACPO). Professor Gill is General Editor of the Yearbook of International humanitarian Law and is a member of the editorial boards of the The Military Law Review (Militair Rechtelijk Tijdschrift), the Journal of Armed Conflict & Security Law and the Journal of International Peacekeeping . He is a member of the Board of Directors of The International Society of Military Law & the Law of War and member of the Lieber Group of The American Society of International Law, the  Netherlands Society of International Law, and of the International Criminal Law Network and of the Netherlands Militair Rechtelijke Vereniging.

He teaches courses on international humanitarian law, military operational law and the use of force at The University of Amsterdam, Utrecht University and the Netherlands Defence Academy and is currently (co) supervisor of seven PhD candidates affiliated with ACIL and LACPO on various topics related to international military law, humanitarian law and the use of force.He has been a Fulbright visiting scholar at Columbia University and visiting research fellow at Cambridge University, Universidade de Coimbra, Universidad de Granada and the International Institute of Humanitarian Law in San Remo.

He is a member of the International Group of Experts which produced the Tallinn Manual on the Application of International Law to Cyber Warfare, which was published in 2013. He is chairman of the Study Group of the International Law Association which is preparing a report on The Conduct of Hostilities in the 21st Century and a senior academic advisor in the preparation of a Manual of the International Law of Peace Operations, under the auspices of the International Society of Military Law & the Law of War. He was a member of the expert group on "Direct Participation in Hostilities" convened by the ICRC and TMC Asser Institute between 2003-2008 and has contributed to several military manuals in use by the Netherlands armed forces.

Research

Professor Gill's research is primarily in the areas of international law relating to the use of force and peace operations, international humanitarian law and military operational law. He has published numerous articles on these topics in both Dutch and English and as director of the research program Law of Armed Conflict and Peace Operations and the research forum LACPO, coordinates research in these fields by senior researchers and PhD candidates from ACIL, Netherlands Defence Academy, TMC Asser Institute and other organizations within the context of those fora.

Teaching

In addition to the teaching activities referred to above, Prof. Gill is Coordinator of the Master Program and Specialization Program in Military Law at the University of Amsterdam and Head of the Section of Military Law at the Netherlands Defence Academy and supervises numerous masters theses at those institutions in the fields of international and military law.
