Since 2000, various Dutch municipalities have forged partnerships with municipalities in Morocco and Turkey. In addition to strengthening local government, the partnerships also aim to increase social cohesion and promote integration in the Netherlands. A specific feature of these partnerships is that they are based on mutual learning between municipalities and other actors involved in Dutch-Morrocan and Dutch-Turkish development partnerships.
