Collective crimes are familiar to all domestic criminal law systems. However, the context in which mass atrocity takes place is different in some very important ways, and the problem of identifying those who are responsible for what has been achieved by the collective can be more complex. Cassandra Steer focuses on the question of leadership liability, and attempts to untangle the debates on modes of liability in international criminal law (ICL) that have become ever more complex over the last twenty years.
