The agricultural sector is vulnerable to climate vulnerability. This vulnerability will be exacerbated by the expected effects of climate change that may increase the frequency and severity of extreme events such as droughts and floods. Margot Hurlburt asks how a policy framework can be designed to build the capacity of agricultural producers to cope with such events. She focuses on four cases: two in Canada, one in Chile and one in Argentina.
