Like many countries, Uganda has implemented a public service reform programme. As part of the implementation of the reform programme, new approaches to performance management are being introduced in the public service. Mary Wenene examines the critical factors affecting the implementation of results oriented management (ROM) in the public service, and the subsequent effect on public service delivery in Uganda.
