The New Dutch Water Defense Line is a historical cultural landscape consisting of water-based defences such as forts and flood zones. Koen Raats studies a national project aimed at revitalising and reusing the defence line. The governance situation is complicated as a large number of public and private actors with contradictory interests are involved in the project. In addition, the forts and landscapes are very difficult to conserve and develop. Raats asks how and to what extent the actors involved have managed to reach collective action.
