Current-day urban planning is characterised by enormous complexity and fragmented efforts in the spatial environment. This contrasts with modernist ideals of comprehensive urban development, in which public-sector planners were in a position of complete control. Sara Özogul explores new avenues for creating forms of comprehensive planning within the complex practices of spatial governance, which result in fragmented urban development.
