On 9 December, the Amsterdam Institute for Advanced Labour Studies (AIAS) presented the results of its analysis of all types of temporary employment contracts used by the UvA from 2010-2015. The results were presented to the Temporary Staff Committee, a committee comprising, among others, union and works council representatives. The Temporary Staff Committee commissioned the study in June. The research was facilitated and funded by the UvA’s Executive Board. The study also included a survey of all employees (permanent, temporary, external) about their experiences with temporary contracts.

Use of temporary employment contracts, 2010-2015

Huib de Jong, portfolio holder for HR, on behalf of the Executive Board: ‘It is good that this research has been carried out. The AIAS report provides insight into the use of temporary employment contracts (scale, patterns) and staff perceptions of this in the period 2010- 2015. This will contribute to the reduction of temporary appointments as agreed in March 2015 in the ten-point plan. We look forward to the recommendations that the Temporary Staff Committee will provide to the Board on the basis of this report.’

Decrease and action plan

Based on an internal measurement, the number of temporary appointments at the UvA in the job categories lecturer, assistant professor, associate professor and professor are dropping: from over 23% (1 February 2015) to 21.5% (1 September 2015). Huib de Jong: ‘That means we are on the right track. But we mustn’t only look at the percentages. Over the coming period, in collaboration with the faculty HR directors, we  will present an action plan on the basis of a new HR Agenda. In this way we will look more broadly at how to shape HR policy within our organisation.’

Strict compliance with CAO NU

The UvA ensures strict adherence to the letter and spirit of the Collective Labour Agreement for Dutch Universities (CAO NU). The flexible or temporary deployment of employees, while sometimes necessary, should not lead to disproportionate disadvantage to employees in terms of job security and career development. There must always be a balance of interests.
