Combatting precarious jobs - work that is low paid, highly insecure and with little social protection - is an important goal of the recent EU social agenda which is developed under the umbrella of the European Pillar of Social Rights (EPSR). This paper examines to what extent the challenges and interests of precarious workers are addressed in a key part of the EPSR: the work-life balance agenda which aims to facilitate the combination of paid work and care and, more specifically, the EU Directive 2019/1158 on Work-Life Balance for Parents and Carers. With a special focus on parental care, this paper argues that the EU work-life balance agenda, including the EU Directive 2019/1158, falls short of protecting the parenting interests of precarious workers and proposes an alternative approach based upon an unconditional right to give care.
