David Graus is Assistant Professor in Information Retrieval and Natural Language Processing at the Institute for Logic, Language and Computation (ILLC), where he leads the ICAI OpenGov Lab. Before returning to academia in 2025, he worked several years in industry, most recently as Lead Data Scientist at Randstad and FD Mediagroep, focusing on AI-driven recommender systems, information retrieval, and responsible AI.
David acquired his PhD in Information Retrieval from the University of Amsterdam in 2017, under supervision of prof. Dr. Maarten de Rijke. He holds a MSc. degree in Media Technology from Leiden University, and a BA degree in Media Studies from the University of Amsterdam.
His research explores applied AI for information retrieval and NLP, with a focus on open government data, transparency, and societal impact. The ICAI OpenGov Lab, established in collaboration with the Rijksorganisatie voor Informatiehuishouding (RvIHH) and the Rijksorganisatie voor Ontwikkeling, Digilisering en Innovatie (RvODI), both at the Ministry of the Interior and Kingdom Relations (MinBZK), funds five PhD candidates over a six-year term and applies AI to open government data. David's projects include WooZM (formerly WooGLe), a search engine indexing over 11 million documents from 1,100+ Dutch public bodies, and WooPush, which proactively surfaces relevant local-government information to citizens. David supervises two of the lab's PhD candidates: Maik Larooij, on search across the Woo/FOIA lifecycle, and Damiaan Reijnaers, on explainable NLP for active disclosure. He teaches AI in Society (BSc Artificial Intelligence) and Reflection on the Digital Culture (BSc Information Science).
